City Council Meeting will have elements of romance, comedy, town meeting and political farce. Actors will play the mayor, council members and citizens of a small city. I think theater is a radically inadequate form; I think democracy is, too. I want to see if they can embody each other's inadequacies in a dynamic and provocative way.
